Lync RGS - welcome msg, queue timeout and even more fun

I have a challenge with configuring RGS to play Welcome message only during opening hours.
It looks like it's played always, regardless of workflow opening hours.

Welcome message is just information that call might be recorded.
It's nonsense to play this msg off-hours cause the workflow disconnects the call off-hours.

I've been banging my head against such a simple task to complete.
Can this be done somehow? PowerShell?


I've configured workaround (another one in my deployment, seems nothing more complex in that Enterprise Ready product can be configured natively!!) and merged Welcome message recording with Music on Hold.
Issue here is that RGS hunts for available agents from the very 1st second of MoH being played (unlike when separate Welcome message is configured for workflow), thus Welcome message might not be played completely as agent answers the call.
So, I've configured another workaround (see?) to have the call primarily routed to empty (no agents) queue for the first 10s (beginning of MoH being played).
Then the call is timed out to real queue with agents available.
However the MoH configured for workflow is RESTARTED (played from beginning) when such queue timeout is configured, resulting in first part of MoH being played twice.

Does anyone has a solution for my swollen forehead?
