My recipients see choppy video from me.

Lync 2013 64 bit.

Lenovo X1 Carbon, 8Gb, SSD drive

Windows 7 Pro 64 bit

Internal camera or Microsoft Livecam HD-3000 (same issue for both)

I had an older laptop using this same webcam and had no problems.   That laptop was running 32 bit Windows and Office.  I got this laptop and everything is 64 bit.  This is when the choppy video began.  My image on my end looks fine. I record and play back video and all is good.  But other people see what appears to be about .5 FPS.

Now NOTHING has changed other then the laptop.  Same network, same AV, same security (company supplied laptop).  I can pull it out and put in the old one and the video is great.  The only delta is the 64 bit OS and applications and the laptop itself.

Any ideas?
