Download readlog.exe to review log files from Lync Phone edition devices

I'm looking for an easy and quick download of the readlog.exe file to convert the clg files from the Lync Phone devices to text files.   Documentation says to find it on the WinCE builder or SDK.   

I've tried several components and the file is not there or it states I need to install every other developer tool MS has.   I just want to troubleshoot a lync phone device (Polycom).   MS should have included this with Lync.

If someone can help provide a direct download that would be great.
