Modify no-answer timer on a common area phone

Hello,

Is there a way to modify default 20 second no-answer timer for the common area phone?  I see some folks are referencing SEFAUtil.exe, but examples deal with call forwarding.  And there are specific statements that SEFAUtil.exe is useless against common area phone (at least in 2010 version).  We are on Lync 2013.
