Call Forwarding option missing

Lync  call forwarding options are missing every time the user logs out of the lync client and logs in back . 

Addtional Information : 

1. User is a RCC enabled user.
2. Tried SEFAUTIl.exe sitll no luck . 

Any help would be appreciated.
